Prime Minister Narendra Modi launched his ambitious village development project, Saansad Adarsh Gram Yojana (SAGY), under which each Member of Parliament will take the responsibility of developing physical and institutional infrastructure in three villages by 2019.
Modi launched the project on Saturday, which aims to develop three Adarsh Grams or model villages by March 2019, of which one is expected to be achieved by 2016. The goal is to develop five such selected model villages, one in a year that would be developed by 2024.
Modi declared that the scheme is for poor, farmers and villagers. The project launched on the occasion of birth anniversary of Lok Nayak Jai Prakash Narayan, aims to keep the soul of rural India alive while providing its people with quality access to basic amenities and opportunities to enable them to shape their own destiny.
Addressing the people, he said "Schemes are for every village but why it is that only a few of them stood out? Because some people there had different ways of thinking."
Being inspired by the principles and values of Mahatma Gandhi, the scheme places equal stress on nurturing values of national pride, patriotism, community spirit, self-confidence and on developing infrastructure. He said that Gandhiji returned to India in 1915 and began to fight for the rights of people in villages.
According to Ministry of Rural Development, the scheme is unique and transformative as it has a holistic approach towards development. It envisages integrated development of the selected village across multiple areas such as agriculture, health, education, sanitation, environment, livelihoods etc.
Apart from the infrastructure development, the project aims at instilling certain values, such as people’s participation, gender equality, dignity of women, social justice, spirit of community service, cleanliness, eco-friendliness, maintaining ecological balance, peace and harmony, mutual cooperation, self-reliance, local self-government, transparency and accountability in public life and more in the villages and their people.
According to the report, MP’s are the pivots, this scheme will run on. The basic unit of development is likely to be Gram Panchayats. The MP would be free to identify a suitable gram panchayat for being developed other than one’s own village.
